Bella Vista, AR, Water Meters Removed Routinely

In Bella Vista the water meters are removed while a rental property is vacant so that the owner does not have to pay the "rental fee" for the meter or for trash pickup.

Water Meters can have many problems during installation.  If it is not seated correctly, it will result in a high water bill.  They do not tell tenants about this practice, they didn't tell me when I called about the high water bill.   Also,  it costs the homeowner over $100.00 to remove and replace the water meter.  This fee is most surely passed onto the tenant.

I wonder what water meter is put back in.  Is it damaged?  Is it old?  It is probably not the same meter.

The Bella Vista Water Department does not give renters their own account number, the tenants have the same account number as the homeowner.  We learned this when we were asked by the property manager about our high water bill for that one month.  Personally, I think it is outrageous that no one informed us of this. The water bill comes with our name on it, but the account number is actually the homeowners, so the homeowner is sent a copy.  The reasoning is that the homeowner needs to know if the water is shut off.  How does this affect credit bureau reporting?

Tenants do not have rights to privacy in Bella Vista.  Arkansas, in general, does not protect tenants.   In other states tenants essentially "temporarily own" the property while they are paying rent and/or have a lease. In Arkansas, tenants basically are without rights.  The lease is almost meaningless.

We have rental properties in another state and we do not treat tenants in this manner.

This would be incentive to buy a home in Arkansas.   But if you want to leave, selling could be an issue as it was for owner of the home we are in.  This is just another example of the reason that Bella Vista's POA is despised by most residents.

I want out as soon as the lease is up.  Anywhere is better than having your peace disrupted by Bella Vista POA.

High Water Bill and Earthquake, Bella Vista, AR

We just got our water bill for the month after the 5.6 earthquake.  It says we used 73,000 gallons of water.  Our normal usage (there are two of us) is about 2200 gallons per month.  The house is only three years old, so everything is fairly new.  No leaks that we are aware of, in fact the meter has gone back to our normal usage in the last couple of weeks.

CNN did a piece on high water bills and new radio read meters in several large cities.  The meters were installed improperly in several different ways.

Our septic tank area is as dry as ever.  73,000 gallons would have caused soft wet ground.

Are there any other Bella Vista or Northwest Arkansas residents that have a high water bill starting after November 5, 2011.  That is when we had the earthquakes.
